Cook the beans in 4 cups of water for 2 hours or until tender in a medium pot. Drain beans and set asiude water for use with rice. Fry the salt pork or bacon until crisp in medium pot. Add the onion, garlic, jalapeno and oil if needed. Add the beans and the water used to cook beans to pork and spices and bring to a boil. Add the rice and cook for 20 - 25 minutes. Salt and pepper to taste.
